Summarizes the development of citation analysis in China; by expending the documentation foundation and mathematical principle of citation analysis, suggests that citation analysis has macroscopic and relative properties, and clarifies some misunderstandings on citation analysis; indicates that citation analysis has a scientific basis and the effectiveness and reliability should be examined, and points out that the task of citation analysis development is to build up an examination system of the degree of confidence.
