结合遵义市老城中心区，对历史文化名城保护规划的一些原则性问题以及如何正确处理保护、改造、开发的关系问题进行了理论探讨和分析，并提出了开放性保护和在保护规划总体目标指导下进行综合决策的现实可行的规划思路．

Combining the protective plan for the centre area of ancient city of Zunyi, some principle questions about protective plan for the famous old city with historical culture is discussed. The subjects of the relationship between how to protect, transformate and develop in protective plan is analysed theoretically. Planning thought of the openning protection and the decisive is put forward under the guildance of general aim of the plan.
