摘要
在讨论干旱过程系统、干旱指数问题的基础上，提出用干燥度、旱灾指数和干旱度研究旱灾。建立了旱灾测防系统（ＯＰＲＤＳ）及其结构框架，并提出了用旱灾测防系统减消旱灾的一般程序。
Based upon the disctissions on arid process system and arid index,the paper pro-poses the way to research drought by arid index,drought index and dry index,establishes theobservation,prediction and resistance system of drought(OPPDS)and indicates the commonprocedures of clearing drought with the use of OPPDS and engineering-control.
