简单回顾了１０年来我国化工科研院所体制改革的成绩和存在的问题，指出当前改革的主要内容和实施举措，并澄清了改革中出现的一些认识问题。

A brief review is given on the achievements and problems of the past 10 years structural reforms of China’s scientific and technological research institutions of the chemical industry,suggesting the major themes and relative measures to be taken for the present reform drive,and clarifying some vague conceptions emerged in the reform practice.
