利用滑窗检测器对多雷达跟踪航迹起始与撤消进行了分析，指出了目前技术指标的不足之处，提出了新的技术指标，定义了最优航迹起始、准最优航迹起始和最优航迹撤消，为航迹质量管理系统的优化设计提供了依据。

Using moving window detectors, this paper analyses the drawbacks of current technique specifications used in multiradar tracking initation and termination systems, introduces new technique specifications,gives the definitions of optimal tracking initiation, suboptimal tracking initiation, and tracking termination, and provides the fundamental of designing tracking-quality-managemement systems.
