摘要
针对油库设备整修改造的科学规划问题,运用专家综合评判法研究设备整修的优化决策,以解决整修项目实施方案的先后次序、最佳维修效益等问题。介绍了专家综合评判法的基本步骤,首先给出整修项目的评价指标及指标权重,进而确定等级矩阵,而后制定专家咨询表,并进行评价、统计、汇总、计算,对项目进行排序。结合实例说明了将专家综合评判法应用于油库设备整修决策中,可处理多因素、非定量化条件下的决策问题,以防止整修决策时的随意性与盲目性。
Based on the scienfific planning of the equipment allocated on a tank farm, method of comprehensive evaluation by experts can be used for the study of optimization decision on equipment renovation so as to maintain the order of excution plan of the items to be maintained, renovated and to get the best maintenence benefits. The following is the basic procedure of the Expert Evaluation Method: First, to list the evaluation index and index weight and then define class metrix and finally work out expert consultance form with evaluation, statistics, itemization, calculation and order arranging. The example given indicates that Expers Evaluation Method, if used in the decision of tank farm equipment renovation, can deal with decision problems under the condition of multi-factors and finite quantity so as to prevent and blindness in renovation decision.
