在地理信息系统建设中，许多问题的解决关系到系统建设的成败。本文对地理信息系统建设中的经费保证、系统选择、人员组织、数据建设以及部门协作等重要问题进行了探讨。

Success or failure of GIS' construction depend on how to solve the prob-lem occuring in the course of system construction. In this paper,some important problemssuch as finacial assurance,choice of GIS system,staff organization,data construction andcooperation with other department are discussed.
