本文以１９９３年鲁南、鲁西南特大暴雨灾害为例，分析了自然因素和人为因素在暴雨成灾中的作用，并提出了相应的防灾对策。

Taking the extraordinary rain storms of 1993 in West-South and South Shandong province, this article analyses roles of natural and artificial factors in the causing disasters and develops some relevant countermeasures.
