In this article,various types and forms of benefits in hazard mitigation are brought to light.From their vitality,importance,visibility,contents,relations between actions and benefits,characteristics,law,interrelation of the benefits,and functions and position of the various benefits in their system are approached.That we can understand the interrelations of the benefits and mechanism of producing and developing the benefits in an all-round way has to be after recognizing those,and then we can proceed to raise possibility of designing the system of hazard mitigation optimally.
