ON REFORMING THE ORE-FINDING MECHANISM-THE KEY TO REFORM OF THE DOMINANT TRADE OF THE GEOLOGICAL EXPLORATION INDUSTRY

文章论述了传统的矿产地质勘查运作方式及其弊端，认为矿产地质勘查经济体制改革的关键是转换地质找矿机制。开展矿权交易，培育和发展矿产市场是地勘主业改革的关键环节，也是转换地质找矿机制的基本内容。在改革地质找矿机制的同时，还应按照市场经济的要求，塑造新型的地勘单位；在转换地质找矿机制的同时必须加强国家宏观调控。

The article discusses the traditional way of operation of the geological exploration industry and points out its drawbacks. It is held that the key tons economic re-structuring is to transform its ore-finding mechanism, and, to carry out transactions of mining rights and cultivate a mining land market are not only the key links in the reform of the dominant geological prospecting trade but also the basic work to be done to achieve transformation of its mechanism. It is also necessary to create, at the same time, new-type prospecting units according to the requirements of the market economy and to strengthen macro-control by the state administration.
