SOME THOUGHTS ON THE TRANSACTION OF MINING RIGNTS AND PROMOTION OF CHARGING COMPENSATIONAL FEES FOR USING GEOLOGICAL EXPLORATION RESULTS

本文认为，地勘成果是一种资源性资产，它不仅是劳动成果，而且还包含着矿权。地勘成果交易，首先是矿权交易。地勘成果有偿使用，应从它对矿山企业生产经营中的地位和作用去研究其实现途径和方法。文章还对地勘成果资产价值评估方法和有偿使用需要解决的主要问题作了讨论。

The author holds geological investigation results are a kind of property of a resources character. They are not only products of labour, but also involves the right of mining, while the transaction of geological investigation results is primarily the transaction of mining rights. So, the ways and methods of charging compensational fees for the use of such results should be approached from the point of what are the position and role of these results in the production and operation of mining enterprises. The article ales discusses the method of assessing the value of geological investigation results as properties, as well as some major problems which need to be resolved in the charging of compensational fees.
