以经济特区的实践看地勘体制的改革

RESTRUCTURING OF THE GEOLOGICAL EXPLORATION INDUSTRY,AS VIEWED FROM THE EXPERIENCE OF SPECIAL ECONOMIC ZONES

文章运用制度经济学的观点和分析方法，对地矿部门与经济特区改革的取向、改革条件、改革的中心、改革的目标和改革的设计等方面作了分析比较。认为经济特区在建设社会主义市场经济体制的经验，对地矿部门进一步解放思想、清理改革思路有很大的启示，并提出了几项建议。

Applying the viewpoints and analytical methods of the economics relating to the enterprise system, the article makes a comparison between the reforms carried out by geological and mineral resources departments and special economic zones,which include their direction of advance, conditions, central tasks, objectives and plans.The author deems the departments of geology and mineral resources may gain a great deal of enlightenments from the experience of the special economic zones in the establishment of a socialist market economy and further free their minds and rectify their thoughts about the reform. The article also includes some suggestions made by the author on what to be done by the geological and mineral resources departments.
