略阳县纪家沟地处秦岭山区，交通不便。１９９２年８月１２日突降罕见暴雨，沟谷上游暴发了来势凶猛的水石流，造成人员伤亡及其他严重灾害损失。在血的深刻教训中得知，山区必须加强泥石流防治工作，才能保障群众的生命财产安全，促进经济建设的蓬勃发展。
The Jijia gully in Lueyang county is located in Qinling mountain area. It has a bad transport service and culture. The life of people is very poor in this place. On August 12,1992, It suddenly had a rare torrential rain. On the upper reaches of the gully, the waterstone-flow, which beard down menacingly, erupted. The people lived along the banks have suffered serious disaster. On the profound lesson written in blood, the work of controlling debris-flow must be strengthened. Only doing this, the life and property of the people could be secured, and the flourishing development of economic sonstruction could be promoted.
