Overall Benefit Optimization in the Selection of highway Construction Project

受系统理论的启迪，本文将选择公路建设项目时通常应考虑的诸多效益因素列出指标体系，并按公路等级作成计划系统，利用效用函数、价值函数、模糊数学、运筹学等理论和方法，确定了单指标效用函数、全指标综合效函数，进而确定公路待建项目的社会价值。在此基础上，将问题转化为０－１规划标准模型进行系统优化，决定规划期内公路建设开工项目及开工年号。

According to the system theory,an indicator system referring to bencfit factors of a highway construction project is derived in the paper.The system includes highwayclassification and target system to be considered usually in selecting highway constructionproject.The effective function and complete target comprehensive effective function as wellas the society benefit of the highway to be constructed are defined.Accordingly,the problemis transformed to a″0-1″standard planning model and optimization is carried out.As theresult,all projects that should be allocated to each year in the planning period are decided andarranged in the order of the years.
