资源不仅具有使用价值，也具有价值。针对我国社会再生产过程中普遍存在的资源补偿不足问题，提出完善国民经济核算体系，建立有效的资源补偿机制以及有偿使用资源的对策。

Resource has practical value and value as well. In this paper,to the problem of the lack of resource compensation in the course of our social reproduction, the thought and countermeasure are introduced, which will improve the system of national economy accounting, establish effective mechanism of resource compensation and compensatory use of the resources.
