he author analyses several characteristics of world environmental deterioration and the causes of this result. He believes it is inadequate to lay all the blame on the developing countries; then he puts out that it is important to adopt the principle of coordinate development.Last, the author puts forward some countermeasures on the environmental problem, such as to enforce governmental management on environment , to develop international cooperation, to build the world arbitration department, etc.
