Equalization Regulating Algorithm

本文对任务分配问题提出一个新算法──均衡调整算法。该算法具有变异性，均衡性以及均衡持久性。并以均衡定理的形式加以论述和证明，从而证明了均衡调整算法的正确性。

This paper presents a new algorithm for task assignment--equalizationregulating algorithm (ERA). ERA has the characteristics of alterability, equality andequalization sustainability. These characteristics are discussed and proved by EqualizationTheorem and so the correctness of ERA is proved.
