A Solid Foundation for Further Development of Signal and Communications in Ninth Five-Year Plan

阐述了全国铁路电务部门为实现安全基础建设年的目标和措施;1994年电务建设的成就;1995年电务部门加快通信网建设,推进信号技术装备发展,无线列调设备上新台阶的工作重点;制定“九五”电务发展规划的总思路、指导原则和规划目标;推进电务部门改革的举措。

For the purpose of implementing target of safety foundation railway signal and communication (S & C)departement will carry on series measures of ten regulations for reestablishing safety foundation. The author summarizes the achievements in 1994 and puts forward the work in 1995 including: (1) Speeidng up communications network construction; (2) Giving great impetus to the development of signal technical equipment; (3) Setting key points of radio train control to new heights.The author also gives a general thinking of S & C development plan in Ninth Five-Year Plan, guiding principle as well as plan target and great move in deepening reform of S & C departments.
