一、计划经济体制下的卫生筹资政策 众所周知,中国大陆在1978年改革开放前,执行计划经济体制,卫生资源由政府通过计划手段配置;同时,强调生产资料公有制。

Although the health financing policy has promoted the health cause under the system of planning economy, made the principle of social justice embodied,and has improved the health standard of people,yet there still exists the problem of extravergence and lack of resources, which are mainly demonstrated in the following:1. insufficient input 2. the unreasonable disposition of resources 3. the lack of vitality of medical and he-acth careorganizations 4. the severly wasted medical expenses. With the deepening of health reform, health financing policy is adjusted correspondingly, the specific principle is to perfect and reinforce the original financing policy which aimes to the development of health cause and open up a mew financing channel, at the same time, through the deepening of health reform, we' 11 improve the utilization of the resources.Due to the perfection of the system of market-oriented economy and qpportioned tax,a clear -cut policy on health input from the government should be made, and the government responsibility for health development will be regulated, and will be carried out in the form of financing budget. The government input is mainly used in the part which market system can' t function but concerns about the long -term and overall interest as well as the principle of social justice and wealth.
