深化卫生改革的几点思路

Train of Thoughts on Deepening Healty Reform

党的十一届三中全会以来,卫生部出台了3个关于卫生改革的政策性文件,这3个文件对卫生改革的目的、任务、内容都提出了比较明确而具体的要求,对加快卫生改革和发展起到了指导和推动作用,卫生改革和发展取得了一定成效。

Since the third meeting of the Eleventh Plenary Session of the Central Committee of the CPC, marked success of health reform and development has been achieved. However, there are still some problems. In order to meet the needs of the establishment of social marketing economic system, health cause must suit the needs of new conditions and new problems on initiative. To deepen the health reform, some measurement as follows must he taken;enlarging the channels of investment;taking public ownership as main body and other ownership as supplements; improving the model of medical care service to suit the people' s needs of health care; Mastering the information of the variations of the relationship between supply and demand of medical care service on initiative to carry out mulit-level medical care services with local condition; adjustiong compensation system to grant policy supporting to rural, prevention and healty protection. Three steps be taken to the reform of medical charge; firstly, charging according to quasi-cost excluding fiscal subsidy; secondly, charging according to complete cost; thirdly, charging according to cost p'us small profits.
