Medical Organizations Fit the Needs of Market Economy on Their Own Initiative

医疗机构的改革,就是要使医疗机构逐步脱离旧的“计划”轨道步入“市场”轨道;从封闭式管理向开放式经营过渡。改革的目的,是要实现医疗资源的有效配置。这是一个社会系统工程。医疗机构主动适应社会主义市场经济体制的要求是一篇大文章。做好这篇文章,要从多方面努力,包括:更新观念,在思想上主动适应;转换机制,在经营上主动适应;苦炼内功,在管理上主动适应。

In order to reach the goal of reform in medical organizations,that is to collect health resources through the transition from closed management system to an open one and the adaption to market economy, medical organizations must fit the needs of market economy on their owninitiative. It is quite crucial that managers and all medical staff change their idea of dependence on the 'cosy meal 'that the government provides, change the behaviour of blaming everyone and everything but oneself, dispel misgivings about competition. Through the changes mentioned above,medical organizations will establish a system in which they are self- managing and self- responsible for their own profits and losses.
