摘要 本文结合自适应传输、高效QoS保障、分组化时钟精度保证、高效的数据实时压缩处理等关键技术,提出了一种基于卫星的全业务应急通信系统解决方案,实现了电路业务和分组业务的分组统计复用(PSMA),不仅能同时与原有多种网络(GSM、GPRS、CDMA等)对接,还能进一步提供二级的Wi-Fi、UWB和WAN分组接入的能力,而且支持电路及IP卫星两种模式的链路传输。最终实现高效率、高可靠性、低成本、迅速及时、方便实用的大规模救灾应急通信系统。 This paper introduces a scheme for full-service emergency communication system with satellite support,in which integrating several key techniques such as adaptive transmission,efficiency of QoS guaranteed,timing accuracy guaranteed on packet system,efficient real-time data compression process.Thereby,we can realize the packet statistical multiple access(PSMA) for circuit and packet service.By this scheme,the emergency communication system not only connects with public mobile communication system such as GSM,GPRS and CDMA simultaneity and provides the ability to access the two-stage network of Wi-Fi,UWB and WAN,but also supports both IP satellite and circuit satellite link transmission.As a result,the emergency communication system for disaster relief of large scale disaster attains high efficiency and reliability,low cost,short responding time and convenience.
