浅议我国试行第二船籍登记制度

Study on the Second Registration of the Ship in China

由于我国一直采取严格船舶登记制度,造成中国国籍船队不断萎缩,并对我国经济发展产生负面影响。目前,许多航运大国都在实行一种新的船舶登记制度—第二船籍登记制度。我国自2006年以来一直在洋山港进行一些探索。本文将对该制度进行探讨并对我国船舶登记制度的改革提出一些参考意见。

Because our country has always implemented the strict registration,the ship flagged our country have reduced.With a result of this,our country's economy has been influenced in a negative way.Now,the main big shipping countries have try a new registration—the second registration of the ship.China have done some things in Yangshan port since 2006.This thesis will study on the new registration and give some consulted opinions to the reformation of ship registry.
