摘要
我国公共住房制度起源于加速的城市化、较大的贫富差距以及体制转轨的需要,这决定了我国可能要走西方国家都曾经历过的大规模建设公共住房的道路。我国公共住房的目标应该具有独立性,以提高中低收入者的居住水平为主要目标,我国亟需建立与房地产市场化相配套的公共住房制度。在保障形式上,要以租赁保障为主,产权保障为辅;在生产环节,要做到数量稳定、规划明确,资金稳定、供给多元;在分配环节,要做到实质公平和程序公平兼顾。
Pubic housing institution of our country originates from accelerating urbanization, disparity of poor and rich and transition system, which decide to retrace a stage western country has experienced. The target of public housing institution must be independent of other ones to enhance the living level of middle-and-low incomers, thus public housing institution must be established in accordance with market transition. Tenure securition is prior to ownership and there are different characteristics in the public housing provision process, construction stage is representative of stable quantity, clear plan and stable multiplex recipient. Allocation stage must converge substance fair with procedure fair.
