Development of Clean Development Mechanism for Heihe Hydropower Projects

清洁发展机制(CDM)是根据联合国《京都议定书》建立的一种创新性的国际合作机制,核心是鼓励发达国家与发展中国家开展气候保护合作项目,获得由项目产生的"核证的温室气体减排量(CER)"。实施此类项目可以通过吸引额外资金和先进技术促进经济发展。甘肃黑河水电公司在国际小水电中心的指导和带动下,对黑河小孤山、二龙山、大孤山3座中型水电站成功运作了CDM项目,使公司既增强了整体实力,又积累了项目建设经验,获得了显著的经济和社会效益。

The core of Clean Development Mechanism(CDM) based on the 'Kyoto Protocol' is to establish an innovative mechanism for international cooperation on climate protection project between developed and developing countries to obtain 'certified greenhouse gas emission reductions(CER)'.Gansu Heihe Hydropower Company,under the guidance of International Small Hydropower Center,develops the CDM of Xiaogushan,Erlongshan and Dagushan hydropower stations in Heihe River basin,and achieves significant social and economic benefits.The experiences are introduced herein.
