For a long time, as the effective tool to evaluate program or projects, the Theory of Change has been widely accepted and recognized by many theorists and evaluators and used in the design of program or projects. The article reviews and introduces the origin and content of the Theory and how to construct it, finally, compares with the logical model and analyzes the rationale.
