摘要
科学有效的应急机制设计是应急体系构建的基础和重点。而目前关于应急机制的研究才刚刚起步,甚至没有对应急机制本质内涵的明确界定。因此,本文以应急机制中的监控机制为切入点和研究对象进行研究。首先从哲学的角度定义了监控机制的本质内涵和构成要素,在此基础上提出了监控机制的一个设计思路,即分别从静态组成要素和动态运行模式两个层次考虑监控机制的设计问题,以期为应急机制的研究和设计提供借鉴和参考。
