The government-scientist relationship and improvement of S&T policymaking mechanism:from the "S&T activity type-Policy stage" space perspective

通过梳理现有研究,发现知识和价值是科技决策中政府与科学家互动关系的核心因素。辨析了不同科技类型的决策和不同政策阶段间知识和价值的分布差异,以及由此导致的政府与科学家关系的不同。认为科技决策机制应该以匹配知识供求、促成价值共识为原则,针对"科技类型-政策阶段"空间中的知识和价值状态进行差异化设计。据此提出了中国科技决策机制的优化策略和政策建议。
