政府对大学科研资助政策的国际比较研究

International Comparative Research on the Government Funding Policy of University R&D

本文以英国和美国为研究对象,考察了这两个国家的公共科技资源对大学科研活动的投入模式和相关政策安排,在此基础上对中国政府对大学科研活动的资助体系提出了若干值得吸收与借鉴的操作性建议。概括起来,为了进一步完善中国政府对大学科研活动的资助政策,确保大学科研活动的可持续开展,应从如下方面着手:一是建立综合人员定额加科研平台专项相结合的经常性科研经费保障机制;二是完善科研经费的支出预算体系,建立并完善人员性经费的保障机制;三是以科研成本核算为基础,确立科学的科研项目间接成本补偿比例。
