人是追求自身利益最大化的理性经济人,个人利益不可避免地与他人利益产生冲突,所以利益冲突是客观的、必然的。目前,我国收入分配严重失衡是利益冲突的重要表现,成了改革的阻力,其深层次原因是公共决策过程中利益输入失衡,必须在决策过程中建立平衡的利益输入机制,才能解决因利益失衡而引发的利益冲突。

The serious imbalance of income distribution in China is an important appearance of interest conflicts at present,and it has become the resistance of reform. The deep cause of the income imbalance lies in the imbalance of interest input in the process of public decision-making. We must establish balanced interest input mechanism in decision process,so as to solve the interest conflicts caused by unbalanced interests.
