摘要
1978年美国文官制度改革具有不少积极内容和理论价值。但由于改革法案的执行受阻、高级行政官员的高奖金未能兑现、精准考核方法的缺失及忽视了对低层文官的激励等问题的存在,改革没有达到预期目的。
The reform of the United States Civil Service of 1978 is of positive content and theoretical value.However,the enforcement of the Reform Act met with obstructions:senior executive high rewards couldn t be fufilled;the accurate check-up methods were not found;and the low civil servant encouragement were neglected,which made the reform be far from expected.
