社会保障具有安全网和保护网的作用,推进浦东城乡社会保障一体化发展是构建和谐浦东的需要,是率先实现现代化的基本要求。当前,浦东已经具备了推进城乡一体化的基本条件,当然也有一些不利于发展的因素。推进浦东城乡社会保障一体化,必须统筹农保、镇保、城保和综保,分阶段逐步过渡到统一的社会保障制度。
