摘要
政策工具选择研究是政策科学研究中的焦点问题。文章采用层次分析法,通过对政策工具重新分类并选取政策工具选择维度,从政策目标、政策工具选择维度、政策工具三个层次构建出政策工具的选择模型,并在我国节能政策领域对模型进行验证研究。通过模型得出1980～2000年期间我国节能政策应当采用的政策工具组合,并与实践进行对比分析,证明了模型的有效性。
The selection of policy tools is the focus of scientific research policy issues.Based on the re-classification and selection of the dimension of policy instruments,this paper develops a selection model of policy instruments using Analytic Hierarchy Process from three aspects: policy objectives,selection dimensions,and policy tools,and validates the model in the energy-saving field of our country.At last,the model selected the combined mode of policy tools used for energy-saving policy in 1980～2000,and prove...
