循环经济是一种运用生态学规律来指导人类社会的经济活动,它强调以提高资源利用效率为基础,以资源的再生、循环利用和无害化处理为手段,以经济社会可持续发展为目标,生态环境得到保护的一种闭环型模式发展的经济。发展循环经济是保护生态环境的需要;是合理利用自然资源的需要;是走新型工业化道路的高级形式。要完成党的"十七大"提出的全面实现小康社会的建设目标,必须转变经济增长方式,推进可持续发展,其中发展循环经济是根本出路之一。
