党的十七大报告以科学发展观为指导,总结改革开放以来特别是提出转变经济增长方式以来的实践经验,科学分析当前经济发展中的矛盾和问题,提出了转变经济发展方式的任务。据此,就黔东南州经济发展方式转变和提高干部的执行力之间的关系、措施等相关问题进行探讨。

The report to the Seventeenth Congress took the Scientific Outlook on Development as a guiding principle,made a summary since the reform and opening,analyzed the current contradictions and problems,put forward the transformation of economic development tasks.This paper discussed the relationships and measures and other related issues between changes of economic development mode and improvement of cadres' execution in Qiandongnan.
