On Stalin's Thought of Cadre Troop Construction and Its Contemporary Value

1930年代中期到末期,斯大林提出了"干部决定一切"的著名口号以及选拔、培养干部的若干原则和具体政策,对苏联执政党的干部队伍建设起到了积极作用,同时也为我国的执政党建设提供了可供借鉴的丰富经验和教训。

From the middle stage to the last phase of 1930s,Stalin put forward.famous slogan 'cadres decide everything',as well as some principles and specific policies of training and selection cadres,which not only played a positive role in Soviet Union' s cadre troop construction,but also provided referential experience and lessons to China' s construction of the governing party.
