我国历史街区保护规划设计法规体系研究

The Study on Historic Block Protection Planning Law and Regulations System In China

历史街区保护是我国历史遗产保护的重要内容之一.然而,在我国快速城镇化阶段,历史街区保护常常被视为城市发展的障碍,而遭到大量的破坏.本文从立法的角度,分析了我国历史街区保护法规体系现状、问题,阐明了历史街区保护法规对政府、企业、居民行为产生的作用机制和历史街区保护不力的原因.最后,提出完善我国历史街区保护法规体系的对策.

Historic Block Protection is one of important contents for historic heritage protection in China. However,in the period of the rapid growth of urbanization,Historic Block Protection is often looked as the obstacles of city development,and encounters many destroy. From the viewpoint of the law,this paper analyzes the current situation,problems of historic block in our country,explains the mechanism of Historic Block Protection Law to the behavior of government,enterprise and residents,and the reason of Historic Block Protection badly. At last,it gives some countermeasures about how to perfect the Historic Block Protection Law and Regulations System.
