摘要
基于对湖北省Y县9所农村公办幼儿园的财务分析,本文探讨了农村学前教育投入的底线标准和经费保障问题。研究发现:公用经费短缺、教师编制匮乏、教师收入低及园舍建设滞后是制约农村学前教育发展的主要因素。确保农村幼儿园经费投入达到底线标准,在安全、运转、编制、工资等方面破解幼儿园发展瓶颈,是我国农村学前教育面临的重大战略抉择。
Based on financial analysis of 9 rural public kindergartens in Y county Hubei province,this paper discusses the mechanism of guarantying the minimum of rural pre-school investment.Research suggests that the deficiency of public spending,shortage of teacher staffing,low level of teachers' wages and the lagging phase of kindergarten construction are the main factors causing rural pre-school to survival predicaments.Ensuring that the financing of rural kindergarten to the minimum,making rural pre-school education to break through the bottleneck of security,running,teacher staffing and wages,are the strategic choices for rural pre-school education.
