摘要
由于现阶段对家庭暴力法律界定不明晰,妇联、工会等组织预防缺乏法律直接授权,加之责任规范不明确、社会救助机制不健全等原因,导致家庭暴力社会组织预防机制效果不彰。应当通过完善群众基层组织问责机制完善人民调节干预机制、婚姻心理医疗(咨询)预防机制、新闻媒体预防监督机制、家庭暴力的法律援助组织预防机制、妇女民间组织(NGO)干预机制、学校教育干预机制等手段予以完善。
Because the legal definition of domestic violence at this stage is not clear,and women's federations,trade unions and other organizations' prevention is lack of direct legal authorization,responsibility to regulate is not clear as well as inadequate social assistance system,the prevention of domestic violence mechanism has many problems.We should improve this situation through the improvement of the masses grass-roots organizations' accountability mechanism and the people's intervention mechanism,marriage mental health(counseling) preventive mechanism,the news media prevention and monitoring mechanism,domestic violence prevention mechanism of legal aid organizations,women's civil society organizations(NGO) intervention mechanism,school education intervention mechanism and so on.
