摘要智能国家能够洞悉社会、政治和经济环境的变化,深刻意识到这些变化的原因与影响,注重基于其利益的发展。它拥有有效的机制创造新知识和提升竞争力,拥有整合新知识与个体、组织、机构的智力资本。它能够以最有效的方式开发各种资源,根据核心目标制定并实施发展计划。在知识经济时代,高等教育是创建学习型社会的基础,是智能国家创新系统的心脏,是智能国家发展的引擎,在构建智能国家中发挥着前所未有的关键作用。高等教育要服务于构建智能国家,一要努力建设智能高等教育机构,二要努力成为社会创新的心脏,三要以智能大学带动智能城市的发展,打造智能地区。
