Who should practice economy in the conservation minded society?

在建立节约型社会过程中,政府部门和社会公共机构理应率先垂范。但由于长期以来缺少定额管理以及“公家的消费都正当”等错误观念,当前政府机构中的资源管理机制缺失,资源浪费现象惊人,已成为资源节约利用的一大薄弱环节。
