公共服务市场化与地方政府改革

Promoting Marketization of Public Service in Government

20世纪80年代初以来,我国开始了新一轮的行政改革,与中央政府行政改革相比较,地方政府行政改革严重滞后。本文在分析公共服务特点以及我国地方政府公共服务现状的基础上,提出以先进的公共管理理论为指导,借鉴国外实践经验,通过公共服务市场化改革的途径推动地方政府行政改革,以适应市场经济发展的要求。

From the beginning of eighties of the twentieth centuries,there has been a new round of administrative reform in China. This article analyies the features of public service. On this base,the author proposed a way of instrictiving by public administrative theory and referring to the foreign practice experiences.From this way,we could promote the reform of the government to meet the requirement of development of market economy through the way of marketizing public service.
