西原借款问题新探

The Newly Study of Xiyuan Loan

从经济角度看,西原借款是一战期间及其以后日本经济格局变迁与中国军阀经济需要相结合的产物。借款表面上是以经济为主,实际上是不折不扣的政治贷款,借款的实际用途显示了北洋军阀段祺瑞政府与日本寺内内阁之间相互勾结的实质。西原借款对中日两国均有不利影响。

From the angle of economy, the Xiyuan loan was resulted from the changing of Japanese economy and the need of Chinese economy after the World War I . The loan took economy as the core seemingly, but in fact it was the political loan. The actual use of the loan showed the interior essence that the Duan Qirui government of the Northern Warlords and the Japanese government colluded with each other. The Xiyuan loan had negative effects to China and Japan.
