摘要
运用SWOT分析方法对我国以审批为主、备案为辅的化妆品准入制度的优势、劣势及面临的机遇和挑战进行了深入剖析,提出我国化妆品准入制度应首先从完善政府部门对化妆品行业的管理和监督机制、健全对化妆品生产和经营的质量规范、建立化妆品卫生管理网络信息系统以转变卫生行政部门监管的固有模式等方面完善整个化妆品监管体系,才有可能实现向备案制的顺利转变。
This article brings in SWOT analysis method to explore advantage, shortage, opportunity and challenge of China examination and approval system for cosmetic admittance, sets forth strategies that we should firstly consummate the whole cosmetic administration system by amending government administration mechanism; improving quality criterions for cosmetic production and distribution; and transmitting inherent administration mode to network information management, then transmit to registration and recording system smoothly.
