摘要
从目标管理这个小角度入手,提出了以目标管理为基础,借鉴吸收现代企业人力资源的最新理念和技术手段,如激励理论、关键绩效指标(KPI)、平衡记分卡(BSC)、360度考核和标杆超越等,来建立适于我国公共部门的绩效评估体系。同时,以荆门市公共部门为实例,针对问题,大胆提出公共部门绩效评估的改革对策。
From the tiny aspect of Management By Object (MBO), the essay explains deeply the principles of the theory about the performance appraisal of MBO. The essay puts forward building the suitable performance appraisal system for public departments in China, which is based on MBO and is absorbing the latest concept and technology of enterprise's human resource, such as the impel theory, key performance index, balance scorecard, 360°appraisal and benchmark surpass. Meanwhile, taking the city of Jingmen as an example, and aiming at solving the problems, the author puts forward boldly the reform of the performance appraisal in the public departments.
