摘要
中国公务员制度可以吸纳政府雇员制中的合理因素,与其把政府雇员制当作政府内部另一种用人机制,还不如把政府雇员制合法化引入中国公务员制度体制之内。这也是近20年来西方国家公务员制度改革的一种有效尝试。
Rational factor in the Chinese civil service system can be absorbed. Government's employee - system should be regarded as legal government's employees rather than making another kind of employing mechanism inside the government. It has been an effective attempt in western countries in the past 20 years.
