摘要
政府的财产征收征用权构成对私人财产权最严厉的制约,而对征用权的宪法上的限制,反过来则是对财产权的宪法保障。
The government＇s fight to levy and make a requisition for properties forms the strictest restriction to private property right while, on the contrary, the restriction to the requisition right formed by the Constitution offers a constitutional guarantee for property right.
