Analysis of the Chinese and Foreign Chambers of Commerce in the negotiation over Chinese Trademark Law in 1923

1923年中国商标法交涉过程中中外商会的态度和行动,体现了近代社会团体的外交参与情况。外国商会主张列强参与、“共同管理”中国商标行政,并通过各种方式影响本国政府的外交立场和交涉过程,起了推波助澜的作用。其实质是干涉中国内政。同时,中国商会和商人也以外交后援的方式积极参与其事,但中国商会所起作用都无法与外国商会相比。

In the process of the negotiation over Chinese trademark law in 1923, the Foreign Chambers proposed interference of the big powers and so-called 'involvement of administration' . At the same time, they tried to influence their governments' decision-making and the negotiation process. The essential of this issue was to interfere in the Chinese internal affairs. Meanwhile, the Chinese chambers of commerce also actively participated and attempted to support and influence the the Chinese government' s diplomatic affairs. However, the voice they spoke and the role they played in the process were much weaker and smaller than their foreign counterparts.
