失地农民社会养老保险可行性研究——以重庆市沙坪坝区为例

The Study of Feasibility of Social Endowment Insurance of Peasants Without Lands——A Case Study in Shapingba of Chongqing

针对目前征地过程中造成的大量失地农民养老问题难以解决的现实,借鉴其它地区的先进经验,对两种失地农民养老保险模式的成本、月领取标准、投资合理性及随社会经济发展的可调性进行对比,阐明了社会养老保险较重庆市现行失地农民养老保险的优越性.提出:制度创新,建立失地农民社会养老保险制度;理念更新,推进失地农民社会养老保险投保资金多元化,实现保险金的保值增值;机制创新,强化政府资金统筹安排等失地农民社会养老保险取向建议.

The study aims at the difficult condition of peasants without lands in the course of Land Requisition, using other advanced experience, comparing the two types of insurance cost, monthly acquiring standard, investment reasonability and adjustment in the development of society and economy, explaining the superiority of the Social Endowment Insurance, studying the feasibility of Social Endowment Insurance of peasants without lands and the orientation of the policy.
