冷战结束后,美国战略重心逐渐向亚太地区转移。出于巩固其在亚太地区的霸权地位和反恐需要,近年来,美国频频向越南示好,并加快与越南修好的步伐,尤其是在军事领域,意欲重返金兰湾。这一举动自然引起世界各地战略家和周边国家的极大关注。
fter the Cold War, the American strategic locus is gradually moving towards Asia - Pacific region, Returmng to Cam Ran Bay has been the old dream for the Americans. With Russia sadly withdrawing from its biggest overseas military base, which it had nursed for 23 years, the United States, with an aim to strengthen its hegemony in Asia - Pacific region as well as to meet its needs for combating terrorism, has been making frequent eyes to Vietnam and quickens its steps to foster cordial relations, especially in military field, with Vietnam in recent years. The Americans hope to return to Cam Ran Bay. Such an act immediately touches off great concern from the neighboring countries and strategists all over the world.
